Who We Are

Downtown Partnership

The Downtown Grand Junction Development Authority (DDA) is the public organization responsible for driving economic vitality, community development, and quality of life improvements in downtown Grand Junction.

About the DDA

Established to promote the health, safety, prosperity, and general welfare of the inhabitants of Grand Junction, the Downtown Development Authority focuses exclusively on revitalizing and maintaining the vitality of the downtown core.

The DDA is governed by an 11-member board of directors appointed by the Grand Junction City Council. Board members represent property owners, business owners, and residents within the DDA boundaries.

Funding comes primarily from Tax Increment Financing (TIF) — a mechanism that captures increases in property tax revenues within the district and reinvests them locally in downtown improvements.

Board Focus Areas

  • Allocating the DDA tax increment financing (TIF) budget
  • Approving capital improvement projects
  • Setting strategic direction for downtown development
  • Overseeing marketing and events programming
  • Fostering public-private partnerships
  • Advocating for downtown businesses and residents
